Image to PDF turns one or more pictures into a single PDF document. Drop JPG, PNG, WEBP, GIF or BMP files onto the upload card, arrange them by arrow buttons, rotate any sideways photo, choose Fit or Fixed page size, adjust margin, background and quality, then press Convert to PDF. The tool builds the file inside your browser with pdf-lib, so your pictures never leave your device. Download the result, preview it, or share a link. The process is free, needs no signup, and works on phones, tablets and computers.
What is an Image to PDF converter?
An Image to PDF converter places one or more pictures inside a single PDF document. The PDF format keeps every page looking the same on every device, which is why schools, banks, courts and employers ask for it. A raw photo can shift shape or colour depending on the app that opens it. A PDF locks the layout in place, so the reader sees the same picture at the same size on Windows, macOS, Android and iOS.
Most people search for “image to pdf” because they must submit several photos as one document. A single PDF is easier to email, upload to a portal, print and archive than twenty separate pictures. Our converter combines every image into one file, lets you reorder pages by arrow buttons, and gives you exact control over page size, fit mode, margin and quality.
The PDF format is an open standard published as ISO 32000. You can read its background in the Wikipedia article on PDF, and the story of picture formats in the JPEG and PNG articles. If you already have a finished PDF and want pictures back, try our PDF to JPG converter.
How to convert images to PDF in 4 steps
The tool follows a simple path. You never need to install software or create an account. Follow these steps for a clean result on your first try.
- Add your imagesDrag JPG, PNG, WEBP, GIF or BMP files onto the upload card, click Browse, or import from Google Drive or Dropbox. You can select many files at once.
- Arrange and rotateEvery image appears as a thumbnail. Use the arrow buttons to reorder, the rotate button to fix sideways photos, and the trash button to remove mistakes. The badge on each tile shows its page number.
- Choose page size and fitPick Fit to image or Fixed size (A4, Letter, Legal). Set orientation, image fit (Fit, Fill, Stretch), margin and background colour. The live preview updates as you change settings.
- Convert and downloadClick Convert to PDF and watch the progress ring. Then download the file, preview it in a new tab, or share a link with friends and colleagues.
A small batch finishes in a few seconds. Larger batches take longer because the browser processes each picture one by one, so keep an eye on the progress circle for live status. If you need to adjust something afterwards, change a setting and press Convert again. Your images stay in the list until you clear them.
Everything the converter can do
Beyond basic conversion, the tool packs the controls that people normally pay for. This table lists each setting, its options, and the effect you can expect.
| Setting | Options | What it does |
|---|---|---|
| Image formats | JPG, PNG, WEBP, GIF, BMP | Mixed formats are allowed in a single batch. |
| Page mode | Fit to image, Fixed size | Fit matches each page to its picture; Fixed places every image on the same paper size. |
| Page size | A4, Letter, Legal | Sets the paper size for the Fixed mode. |
| Orientation | Auto, Portrait, Landscape | Auto picks the best orientation per image. |
| Fit mode | Fit, Fill, Stretch | Fit keeps the whole picture inside margins; Fill crops edges; Stretch distorts. |
| Margin | 0 to 72 pt | Adds white space around the picture for printing. |
| Background colour | White, black, ivory, custom | Fills the page behind the image and any transparent areas. |
| Output format | JPEG, PNG | JPEG is smaller and lossy; PNG is lossless and preserves transparency. |
| JPEG quality | 10 to 100 | Balances sharpness against file size. |
| Per-image rotation | 0, 90, 180, 270 | Fixes sideways photos before embedding. |
| Reorder | Left / right arrows | Changes the order of pages in the final PDF. |
| Live preview | First image shown | Confirms the layout, margins and background before conversion. |
Each control updates the final file without extra steps. If you need heavier editing after conversion, open the result in our PDF editor or add a header with the header and footer tool.
Page sizes explained
Choosing the right page size prevents blurry prints and awkward margins. Most of the world uses the ISO 216 “A” series. The United States and Canada use Letter and Legal. Fit mode ignores page size and matches each page to its picture instead.
| Size | Millimetres | Inches | Best for |
|---|---|---|---|
| A4 | 210 × 297 | 8.27 × 11.69 | Most documents, worldwide |
| Letter | 216 × 279 | 8.5 × 11 | US and Canadian printing |
| Legal | 216 × 356 | 8.5 × 14 | Long documents, contracts, forms |
| Fit to image | Matches the image | Varies | Screenshots, artwork, single images |
Fit, Fill and Stretch explained
The fit mode decides how the picture is placed inside the page. It only matters in Fixed size mode, because Fit to image always matches the page to the picture exactly.
| Mode | What happens | Best for |
|---|---|---|
| Fit (contain) | The whole image is visible inside the margins. Empty space fills the rest of the page. | Documents that must never be cropped. |
| Fill (cover) | The image covers the whole page, cropping the edges that do not fit. | Photos and artwork, full-bleed pages. |
| Stretch | The image is stretched to fill the page exactly, distorting the aspect ratio. | Backgrounds and decorative fills. |
Tip: for photographs, use Fill with a black or dark background. For document scans and ID photos, use Fit so the whole page stays visible. Use Stretch only for decorative backgrounds where distortion is not noticeable.
Why convert images to PDF?
People convert pictures to PDF every day, and the reasons go beyond tidiness. A PDF opens the same on Windows, macOS, Android and iOS, so the reader sees exactly what you intended. These are the most common situations.
Applications and ID
Combine passport, ID and certificate photos into one file for visa, job and university portals that accept a single upload.
Homework and notes
Students photograph handwritten pages and merge them into one PDF that teachers can open, annotate and grade.
Receipts and expenses
Bundle receipt photos by month and send one tidy document to your accountant or finance team.
Insurance and property
Package damage photos or property pictures with consistent page sizes so adjusters can review them quickly.
Portfolios and design
Designers use Fit mode to keep every artboard at its original proportions and share a clean portfolio.
Contracts and scans
Turn phone scans of signed pages into a single PDF, then protect it with a password before you send it.
Many of these tasks continue after conversion. You can merge the result with other PDFs, protect it with a password, or sign it electronically without leaving the site.
Your images stay private
Privacy matters when your pictures include IDs, invoices or family photos. This converter runs in your browser. The tool reads each file on your device, draws it on a canvas, and writes the PDF with the open-source pdf-lib library. The finished document is created on your computer or phone, and you decide whether to download it, preview it or share it.
- Local processing. The conversion code runs on your device, which also makes it fast on a good connection and usable on slow ones once the page has loaded.
- Direct cloud downloads. When you import from Google Drive or Dropbox, your browser fetches the file straight from that provider after you grant access.
- No account needed. You can convert without logging in. Read our privacy policy for full details about the site.
Quality, resolution and file size
Quality and size pull in opposite directions. A sharper picture needs more data, and more data makes a bigger PDF. The tool gives you two levers: the output format (JPEG or PNG) and the JPEG quality slider.
| Format / Quality | Typical result | Choose it when |
|---|---|---|
| JPEG 95 | Sharp detail, larger file | You print photos or archive originals. |
| JPEG 90 | Very good detail, good size | Default for sharing by email or uploading. |
| JPEG 75 | Good for screens, much smaller | A portal limits uploads to a few megabytes. |
| JPEG 60 | Visible softening, smallest | You send many pages over a slow connection. |
| PNG | Lossless, largest file | The image has transparency or fine text. |
Rule of thumb: use JPEG 90 for most photos, JPEG 75 for uploads, and PNG only for logos, screenshots or documents that need exact pixel fidelity. Phone cameras produce 12-megapixel pictures, which is far more than any PDF page needs, so reducing quality rarely hurts on print.
If the PDF still exceeds a limit, run it through our PDF compressor for an extra reduction.
Tips for the best PDF results
- Name files in order. Use names such as page-01 and page-02 so they appear correctly after a batch upload.
- Rotate before you convert. Hover a thumbnail and press the rotate button to fix sideways phone photos so the PDF opens upright.
- Pick A4 for printing. Standard paper sizes avoid scaling surprises at the print shop.
- Use Fill for photos. The crop removes empty borders and gives a full-bleed look.
- Keep margins for documents. A 20-point margin stops printers from clipping text near the edge.
- Choose the right background. White for documents, black for photos, ivory for scanned artwork.
- Preview before you share. Press Preview to open the PDF in a new tab and check every page.
Common problems and quick fixes
Most conversion problems come from a handful of causes. Check this list before you start over, because each fix takes only a few seconds.
| Problem | Likely cause | Fix |
|---|---|---|
| Pages open sideways | The photo carries rotation data from the camera. | Hover the thumbnail and press the rotate button until the picture stands upright. |
| PDF is too large | High-resolution photos at JPEG 95. | Lower the quality to 75 or 60, or use PNG only for transparent images. |
| Pictures look cropped | Fit mode is set to Fill. | Switch to Fit to keep every edge of the picture. |
| Page order is wrong | Files were added in a different order than their names. | Use the arrow buttons in the thumbnail grid to reorder. |
| Transparent logo shows black | JPEG mode is filling transparency with black. | Use PNG mode, or switch the background to white. |
| Cloud import fails | The sign-in window was blocked or closed. | Allow pop-ups for this site, then press the Drive or Dropbox button again. |
| Browser slows down | Too many large pictures in a single batch. | Convert in smaller groups, then merge the PDFs. |
If an image refuses to load at all, open it in your gallery and save a fresh copy as JPG or PNG. Some rare formats, such as HEIC from older iPhones, need a conversion first. Our file format converter can help with that step.
JPG, PNG, WEBP, GIF and BMP compared
The converter accepts five common picture formats. Each one stores pixels differently, so the best choice depends on the picture. The tool redraws every file on a canvas and embeds it as JPEG or PNG in the PDF.
| Format | Compression | Transparency | Best for |
|---|---|---|---|
| JPG / JPEG | Lossy | No | Photographs and scans |
| PNG | Lossless | Yes | Screenshots, logos, diagrams |
| WEBP | Lossy or lossless | Yes | Web images with small file sizes |
| GIF | Lossless, 256 colours | Yes (1-bit) | Simple graphics, first frame of animations |
| BMP | Uncompressed | Yes (32-bit) | Legacy bitmaps, screenshots |
PNG files with transparent areas receive the background colour you pick, so a logo never turns black by accident.
